In the Federal Republic of Germany each child, independent of the handicap, has the right and the duty to take part in school education. The responsibility for the education system is determinded by the federal structure of government. With regard to the Don-Bosco-Schule , the federal state of North Rhine-Westphalia is in charge of the educational legislation and administration of the education system.

There are enacted recommendations concerning the priorities of individual educational support with respect to learning, speech, emotinal, social, intellectual and physical development, but also hearing, vision, autism and long term illness. Each of these priorities provides information about the educational starting point, the phenomenon of individual special needs and its diagnosis, the provision of SNE and possible placements. Children and young people with special educational needs can attend mainstream schools - provided that the required special educational assistance, practical support and the right physical enviroment are guaranteed.
